Randall D. Frakes
Chief Executive Officer

Randall Frakes serves as Chief Executive Officer of Health Access Solutions. He is recognized in the healthcare technology industry for his advanced approach to managed care administration and technology. Prior to joining Health Access Solutions in 1996, Frakes served as vice president of data management for Foundation Health Corporation, where he had responsibility for provider data, contract implementation, credentialing and benefits administration. From 1986 to 1996, he served as vice president of operations and chief operations officer for Foundation Health Preferred Administrators, a third-party administrator specializing in physician groups with capitated HMO contracts and PPO plans. In this leadership position, he built an operation with 200,000 self-funded and medical group members. Prior to this role, Frakes managed HMO and self-funded systems development for Blue Cross of California and TakeCare.

Lori Vatcher
Chief Operating Officer

Lori Vatcher has worked with the company since 1998, first as a healthcare consultant and most recently as the Chief Operating Officer. For more than 20 years, Vatcher has worked in California's trend-setting healthcare market, developing and implementing a variety of innovative programs and incentives for some of the state's independent practice associations (IPAs), preferred provider organizations (PPOs) and management services organizations (MSOs). During her career, she has served on the Medical Quality Commission's IPA Standards Task Force. She is a member of the Association for Women in Communications, Women Healthcare Executives and the Institute of Humanistic Studies.

Wayne Pan, PhD, MD, MBA
Chief Medical Informatics Officer

Dr. Pan serves as Chief Medical Informatics Officer for Health Access Solutions. His background spans clinical medicine as an orthopaedic hand surgeon, basic science research in the field of molecular biology, and executive leadership in managed care and health information technology. After earning his bachelor's degree in biology from Johns Hopkins University, Dr. Pan completed his MD and PhD degrees concurrently at Mount Sinai School of Medicine in New York City. He completed his orthopaedic surgery residency at Thomas Jefferson University Hospital and Clinics, and continued with a post-graduate clinical fellowship in hand and microsurgery at the Philadelphia Hand Center. After five years of clinical practice, Dr. Pan transitioned into administrative medicine, holding positions as Medical Director and Chief Medical Officer at several San Francisco Bay Area Medicaid managed care plans, and as CMO of a small local IPA. He is also a member of the adjunct faculty at the Wharton School of the University of Pennsylvania.

Sue Myrick
Chief Financial Officer

Sue Myrick serves as Chief Financial Officer for Health Access Solutions. She is responsible for the financial integrity of the company, making sure that all financial systems comply with general accounting principles and regulatory standards. Sue has 25 years experience in healthcare financial management with a wide range of health plan, provider and practice management organizations.

Dwight L. French
Chief Business Development Officer

As a member of the Health Access Solutions executive management team, Dwight French serves as Chief Business Development Officer, with responsibility for developing new business and strategic business partnerships, overseeing product development and services, and leading strategic planning and execution of sales, marketing and public relations. For 20 years, French has helped Fortune 1000 clients build strategic value by closely collaborating with business and IT senior leadership. His exclusive focus the last 12 years has been working with various healthcare participants, including health plans, hospitals and their affiliates, physicians and group practices. During his career, he has worked for large publicly traded technology and consulting firms as well as start-up entities pioneering new markets and solutions.

Dennis Doughty
Chief Technology Officer

Dennis Doughty serves as the Chief Technology Officer for Health Access Solutions. With more than 27 years in healthcare IT, Doughty brings a wealth of experience in developing enterprise-wide applications and integration solutions for healthcare organizations. In 1993, Doughty founded Healthcare Frontier, LLC., which specialized in the application of information technology for the managed care industry. Among the firm's primary clients were Americhoice, a subsidiary of UnitedHealthcare, and the Santa Clara Family Health Plan. Prior to founding Healthcare Frontier, Doughty was Vice President of Development for Health Systems Design, Corp. (HSD), a managed care software company purchased by Perot Systems in the late 1990s. In his executive position at HSD, Doughty led the development of several extensive healthcare systems including the Diamond Managed Care product, which continue to be sold commercially. Earlier in his career, he likewise served as lead architect on the MC400 Managed Care product, charged with developing the database design, along with all functional and technical specifications, as well as supervising the development team on major product modules.

David Murphy
Vice President Marketing

David Murphy joined Health Access Solutions in May 2010 to lead strategic marketing, including the full range of upstream and downstream marketing, product alliances, and public relations. Additionally he developed the company's product management charter and serves as a member of the product management committee. Murphy brings a combination of strong analytic, strategic and operational leadership skills gained from a career of more than 20 years in the executive ranks with innovative health information technology companies serving the full continuum of care. Murphy holds a Bachelor’s degree in Science from the University of Minnesota with a major in marketing and minor in communications.

Sandeep Bhat
Vice President Professional Services

In the role of Vice President Professional Services, Sandeep Bhat leads project delivery on-site for Health Access Solutions' clients. Having worked for top tier organizations such as Bearing Point and Deloitte, Sandeep has more than 15 years of experience in business consulting and system integration. His experience includes major information technology and business transformation initiatives for a number of health plans including Blue Shield of California, Blue Cross Blue Shield of Oregon, Horizon Blue Cross Blue Shield (New Jersey), Blue Cross Blue Shield of Michigan, WellPoint, and Kaiser Permanente. Bhat earned a Bachelor’s degree in Technology from the Indian Institute of Technology in Kharagpur, and an MBA from the Indian Institute of Management in Calcutta.
